The lowest relative humidity and strongest winds will focus over the northeast highlands and northeast plains. * AREA AND TIMING...Northeast and East Central Plains (Zones 104 and 126) and the Central and Northeast Highlands (Zones 123 and 125) from 11 AM until 8 PM. * 20 FOOT WINDS...West and northwest 20 to 35 mph with gusts up to 50 mph, particularly in the central and northeast highlands. * RELATIVE HUMIDITY...Minimum values between 6 and 12 percent. * IMPACTS...Any fires that develop will likely spread rapidly. Outdoor burning is not recommended.
